New controversy over citizen of Berlin lobbyism

100 external coworkers in Ministries and chancellorship (openPR) - in the Federal Ministries and in the Office of the Federal Chancellor in the last four years altogether 100 external coworkers were used for a limited period or employed still there. These are paid to federations or trade unions totally or partly by enterprises, report the magazine EUROPATICKER environmental call (europaticker.de) with reference to an information of the Federal Government. The activity takes few days or weeks in individual cases however only.

This week became on demand of the FDP Bundestag faction admits: More than hundred external advisors, who were paid totally or partly of enterprises, federations or trade unions, were in the past four years limited in Federal Ministries active - predominantly in the departments finances, health, economics and environment.

The total number does not contain data the Federal Ministry of Defense. These coworkers would assigned get no tasks for independent and locking completion, are called it on the part of the Federal Government. With their specialized knowledge they supported rather the current paper activity particularly by exchange of experience.

An activity aligned to the co-operation at law and regulation drafts gives it at present in four cases. In the Federal Ministry of Transport cooperate a retired coworker of the German aero club limited in advisory function in a raw copy for the change of air law regulations over requirements to the aviation personnel. In the Federal Department of Finance worked on one coworker of the Federal association of public banks, of the KfW bankers' syndicate and from the German stock exchange AG questions for application, interpretation and development each of the credit system law, the law of supervision of financial service as well as for the legal conversion of the European Union financial market guideline.

At the personnel exchange program “public hand - private sector” in the last four years Deutsche Bank AG, the BASF AG, the Daimler Chrysler AG, the Alstom GmbH would have participated in salt lattices and the ABB AG in Mannheim. On the part of the Federal Government twelve in the federal administration persons employed would have participated in the personnel exchange programs. At present federal officials with the Siemens AG, the Daimler Chrysler AG, BMW AG are active and at the Federal association of the German industry. A civil servant with the Siemens AG, further with BMW AG and a civil servant with the Daimler Chrysler AG are given time off for the time of their employment, which other officials paid of the Federal Ministry sending.

The Federal Government denies that political influence on decisions of the Ministries is possible, was decided laws anyway from the parliament. A political influencing control on decisions of the highest federal authorities is excluded by the integration of the coworkers in the hierarchical structures and associated controls, stresses the government. Besides they were obligated on conscientious fulfilment of their Obliegenheiten and on discretion over all affairs of their activity. Beyond that the direct superiors made sure that interest conflicts are avoided.

From the Treasury became however cases admits, in which coworkers of banks wrote energetically at bills, which benefitted the own industry very. The president of the Federal Constitutional Court, Hans Jürgen paper, warned straight only of the influence of the lobbyists in Berlin. This week provided in the capital a special variant for excitement: An advisor, whom the health insurance company DAK had delegated and had paid to a large extent, was set without notice by the Ministry of Health before the door, because it had passed papers on of the Ministry to the health insurance company.

The LEFT ONE in the Bundestag had requested to forbid the occupation and payment of coworkers from enterprises in the Ministries and to on one side prevent thus one from interests of enterprise led policy.
